European Union foreign policy chief Kaja Kallas said she will propose a list of concessions that Europe should demand from Russia as part of any peace settlement to end the war in Ukraine. The EU aims to assert its role in negotiations that have so far been dominated by Ukrainian, U.S., and Russian officials. Kallas emphasized that Europeans must be at the table for any lasting peace agreement.

Kallas plans to present her proposed list to EU member governments in the coming days. She suggested the list could include the return of all Ukrainian children abducted during the war and limitations on Russia's armed forces, though she did not elaborate further. European officials believe they have significant leverage through approximately 210 billion euros in frozen Russian assets that could be part of any settlement.

Some European nations have grown increasingly concerned about extensive discussions between U.S. and Russian officials, with French President Emmanuel Macron's top adviser recently visiting Moscow for talks. While some officials have suggested appointing an EU envoy to lead negotiations with Russia, Kallas said the bloc must first decide its position and demands. She stressed that Europe needs to stand firm on its conditions to achieve a sustainable peace rather than simply being present at the negotiating table.
