England's bin collection rules are changing from March 2026 under new Simpler Recycling legislation, requiring local authorities to standardize waste services. The government aims to end the current "postcode lottery" where households have anywhere from two to seven bins, with most homes now needing four containers for different waste types.

However, a BBC investigation reveals that nearly a quarter of councils will miss the March deadline for weekly food waste collections. At least 71 local authorities cite shortages of specialist collection lorries and funding gaps as reasons for delays, despite the government providing over £340 million in grants for vehicles and initial setup.

Environment Minister Mary Creagh acknowledged the challenges while emphasizing increased council budgets this year. WRAP's Claire Shrewsbury said the changes will boost recycling rates and create green jobs, addressing research showing only 58% of UK households feel confident recycling correctly. The reforms aim to lift recycling rates from the current 44-45% to 65% by 2035.
