Alabama Casino, Lottery, and Sports Betting Bill Returns

Alabama is once again considering the legalization of casinos, a state lottery, and sports betting. State Senator Merika Coleman introduced a bill proposing a constitutional amendment to let voters decide on the matter. The bill would authorize the legislature to establish the lottery, permit in-person casino games, and allow sports wagering both in person and online, if approved by voters.

This marks another attempt to open up one of the most restrictive gambling markets in the US. Previous efforts have failed due to disagreements among lawmakers. The core argument centers on generating much-needed revenue for the state, which currently lacks a lottery and sees residents spending money in neighboring states. The proposed legislation includes a regulatory commission.

If the measure passes, Alabama could see a significant influx of revenue. The bill allows the legislature to approve additional forms of gaming with a three-fifths vote. It also creates a commission to regulate and license gaming operations, alongside a law enforcement arm. The Poarch Band of Creek Indians would be able to negotiate for gaming.

The legislative session runs through March 27, and the bill currently sits in the Senate Tourism Committee. The outcome will depend on whether lawmakers can agree on the details and successfully navigate the legislative process. The key will be whether the state's voters approve the idea in the first place, if it makes it to the ballot.
