Kohl’s taps former Foot Locker exec as new COO amid turnaround

Kohl’s announced Elliott Rodgers will take the chief operating officer post on September 9. Rodgers will oversee the retailer’s stores, global supply chain, distribution hubs, procurement and loss‑prevention functions. The move follows a series of leadership changes as the chain fights sales pressure and seeks to stabilize its turnaround. Retailer, which posted a 4% decline in comparable sales last quarter, hopes the change will accelerate efficiency.

Rodgers comes from Foot Locker, where he was chief operations officer. He previously held the chief people role at logistics platform Project44 and supply‑chain positions at Ulta Beauty, plus roles at Target and Citigroup. Analysts say inventory controls could lift margins after Kohl’s reported a 2.1% margin dip in its quarter. His breadth across operations and technology should sharpen Kohl’s cost discipline and inventory management.

Reporting to CEO Michael Bender, Rodgers joins a senior team that last year solidified Bender’s permanent appointment after a brief interim spell. The appointment signals Kohl’s intent to bring seasoned operational talent to execute its significantly cost‑cutting plan and improve same‑store sales, a critical metric for investors monitoring the retailer’s recovery.
