The Biden administration has sought to restrict cryptocurrency, urging banks to exercise caution. Securities and Exchange Commission Chair Gary Gensler has taken action against crypto entities for non-compliance, despite questions about the agency's explicit regulatory authority. While the Trump administration was more accommodating, crypto has largely remained in a regulatory gray area.

Last year's Genius Act introduced some rules for stablecoins, a type of cryptocurrency designed to maintain a stable value pegged to a currency like the U.S. dollar, akin to money-market funds. However, this legislation left several regulatory matters unresolved, indicating a need for further refinement in the current bill.
