On June 12, the Commerce Department prohibited foreign nationals from accessing Anthropic’s latest frontier models without a license. As Anthropic was unable to verify user nationalities in real-time, it consequently disabled these models globally. This action revealed to all purchasers that the most advanced AI available is subject to a shutdown mechanism.

This development followed a White House memo issued a week prior, directing AI companies to prevent adversaries from interfering with critical national security systems. While the directive's intent is understandable, Anthropic's shutdown of its Fable 5 and Mythos 5 models highlighted a fundamental issue for American businesses: they were not purchasing a product, but rather a revocable permission to use it.
