Federal prosecutors have charged Yusiel Lopez Insua, 46, with seaman's manslaughter for his role in a July 28 collision that killed three children in Miami Beach. The crash occurred when a barge pushed by Insua's tugboat struck a stalled sailboat carrying five girls and a camp counselor from the Miami Youth Sailing Foundation. The barge was transporting construction materials and a crane, which blocked Insua's view.

Prosecutors allege that Insua's obstructed visibility and lack of a proper lookout prevented him from seeing the stalled vessel before impact. A forensic review of his cellphone revealed internet activity during transit, including near the time of the collision. The victims included Mila Yankelevich, 7, Erin Ko, 13, and Arielle Buchman, 10. Four girls were initially hospitalized, with two dying the same day and the third days later. The sailboat was removed from the water along with the barge and tugboat following the crash.

This tragedy has sparked legal action, with one survivor's family filing a lawsuit against Waterfront Construction, the Miami Yacht Club, and the Youth Sailing Foundation.
