Jacobsen’s remarks framed left‑wing militants—communists, Marxists, anarchists, anticapitalists and eco‑extremists—as political terrorists. The speech cited clashes in Milan and Italy as proof, despite scant evidence that these groups have targeted U.S. citizens.
