Iran has maintained this position for over 50 years, joining the Nonproliferation Treaty in 1970 and issuing a religious fatwa in 2005 forbidding nuclear weapons. The country's Supreme Leader Ali Khamenei declared such weapons 'forbidden under Islam.' This same language appeared in the 2015 Iran nuclear deal that Trump himself abandoned during his first term.

Experts argue Iran's promises alone carry little weight without verification mechanisms. Gary Samore noted the pledge only matters if it translates into concrete limits on uranium enrichment. Iranian officials continue insisting on their sovereign right to nuclear technology despite Trump's demand for zero enrichment.

The administration seeks an interim agreement requiring Iran to reopen the Strait of Hormuz while hashing out nuclear details later.
