President Donald Trump, in a national address, reiterated his unsubstantiated claims of widespread fraud in the 2020 election, alleging new declassified intelligence revealed "shocking vulnerabilities" and meddling by China. Trump asserted that China illicitly acquired 220 million U.S. voter files and attempted to manufacture illegal ballots for Joe Biden, contradicting assessments from the U.S. intelligence community. These assessments, reviewed by Trump in early 2021, stated that China did not interfere with election infrastructure or deploy influence efforts intended to change the outcome.

Trump's speech also promoted the "SAVE America Act," a controversial bill he champions to increase election security measures, such as photo identification and proof of citizenship for voter registration. Opponents argue this bill would disenfranchise voters. He also cited a Department of Homeland Security review finding approximately 278,000 non-citizens registered to vote, though he did not claim they voted. Federal law already prohibits non-citizens from voting, and documented instances are rare.

These claims follow Trump's persistent challenges to the 2020 election results, which included numerous lawsuits that failed to overturn outcomes and were unsupported by credible evidence. The aftermath of these challenges led to the January 6, 2021, Capitol riot. More recently, an FBI raid in Georgia sought 2020 election records, with Trump's then-Director of National Intelligence, Tulsi Gabbard, reportedly present. The Department of Justice has also pursued legal action for voter registration data, though many cases have been dismissed.
