David Rush, a former C.I.A. officer discovered with $40 million in gold bars at his home, maintained close ties to Stephen A. Feinberg, the Pentagon's second-ranking official. The two collaborated on a highly classified China spying program before Rush's dismissal amid an F.B.I. investigation into his financial activities.

Feinberg contacted the C.I.A. earlier this year requesting closer cooperation with Rush, despite being unaware of the criminal probe. Rush worked within the agency's Directorate of Science and Technology while Feinberg, co-founder of Cerberus Capital, led the President's Intelligence Advisory Board during Trump's first term. Their partnership highlights how Rush gained access to sensitive operations known to only a small circle of officials.

Rush orchestrated an elaborate scheme involving a fabricated classified program related to government continuity operations. From November to March, he obtained tens of millions in gold bars and foreign currency for phantom work expenses. The F.B.I. recovered 303 gold bars along with $2 million and luxury watches during a search of his residence.

The incident raises serious questions about oversight in classified programs and contractor accountability. The White House Office of Management and Budget launched its own investigation into the matter, while Pentagon officials have publicly downplayed Feinberg's connections to Rush. This security breach could impact future intelligence contracting and government oversight protocols.
