Both JobsOhio staff and Ohio Department of Veterans Services deemed the prototype unready.

The scandal raises questions about oversight at Ohio State University, where donors and legislators demand tighter conflict‑of‑interest controls. Legal exposure could stem from misuse of university resources and potential breach of fiduciary duties. An independent committee now reviews governance policies, and the board has pledged corrective action. The episode also prompted the faculty senate to demand a transparent audit of all executive expenses dating back to Carter’s tenure.
