The whistleblower complaint claims Dominguez and another official kept money that was returned to Conmebol following investigations that uncovered over $150 million in bribes.

The allegations emerge just weeks before the World Cup kicks off in North America, putting FIFA's governance under renewed scrutiny. Dominguez, who leads one of soccer's six continental bodies representing 10 nations, took over Conmebol in 2016 after his predecessor was jailed in the original scandal. The South American federation had previously announced recovering more than $50 million from accounts linked to indicted officials.

FIFA's ethics committee has received the complaint for over a year, though the organization declined to confirm details. Dominguez sits on FIFA's executive committee and recently secured World Cup hosting rights for Paraguay in 2030. The case highlights ongoing transparency concerns within global soccer's leadership structure, where member federations hold significant influence over governance decisions.

Conmebol stated it was unaware of any ethics complaint, while FIFA did not respond to requests for comment. Dominguez has positioned himself as a reformer, pledging to prevent individuals from profiting through football's institutions.
