Former White House chief of staff Rahm Emanuel will deliver a blistering critique of Prime Minister Benjamin Netanyahu at Tel Aviv University this Wednesday, declaring the U.S.-Israel relationship "at a crossroads." In remarks obtained by the AP, Emanuel calls Israel's military response in Gaza "reckless and careless in the treatment of Palestinian life" and proposes sanctions on Israeli settlers, companies backing illegal settlements, and an end to U.S. subsidies for Israel's defense budget — arguing Israel should purchase American arms under the same terms as other allies.

The speech marks a striking escalation from the Democratic Party's centrist wing. A new AP-NORC survey shows 58% of Democrats now say the U.S. is "too supportive" of Israel, up from 45% in January 2024, while roughly half believe Israel has committed genocide. Emanuel's "23-state solution" framework — incorporating Israel, Palestinians, and all 21 Arab League members — replaces the moribund two-state model.

Netanyahu, facing reelection in October, previously labeled Emanuel a "self-hating Jew" and may weaponize the confrontation domestically. Meanwhile, Donald Trump and JD Vance have also criticized Netanyahu's judgment, signaling bipartisan frustration. Emanuel avoids meeting Israeli officials during his visit, instead visiting a joint Israeli-Palestinian hospital and meeting an Oct. 7 hostage family.

The rupture threatens the $3.8 billion annual military aid framework codified in the 2016 memorandum of understanding. If a future Democratic administration conditions aid on settlement freezes or human rights compliance, defense contractors like Lockheed Martin and RTX could face contract restructuring. Netanyahu's alignment with Republicans also risks making Israel a partisan issue, complicating long-term appropriations.
