The acquisition, announced in August, targets mid-2026 completion pending regulatory approvals. Both companies operate extensive retail networks serving recent immigrants who lack traditional banking access, with remittances flowing billions annually to support families abroad. Western Union countered that the merger would enhance competitiveness against online-only rivals while maintaining affordable retail services, noting that physical locations account for roughly 60 percent of its revenue.

Mamdani's intervention reflects his administration's focus on affordability issues affecting immigrant communities. His connection to FTC Chair Lina Khan, who advised his transition team, adds regulatory expertise to the opposition. The mayor's stance represents unusual municipal involvement in antitrust matters, though state financial regulators hold approval authority over the transaction.
