Sewage discharges have breached official guidance at 65 beaches in England since the start of the bathing season, totaling 117,001 hours of effluent released from 1,165 combined sewage overflows near popular swimming spots. Of the 129 overflows affecting 65 bathing waters, many exceeded the Environment Agency’s thresholds, which allow only two spills for a site to be rated "excellent".

The issue has sparked public anger, with a YouGov poll showing 80% of residents favouring water company renationalisation. Prime Minister Andy Burnham has pledged to increase "public control" of the sector, though details remain vague.

Worst offenders include Yorkshire Water’s pipe by Whitby, which recorded Noise 21 spills despite an "excellent" rating, and South West Water’s Readymoney Cove pipe, with 36 spills. Southern Water faced a £7mn fine for illegal releases between 2019 and 2021, and has announced a £760mn storm overflow reduction programme.

The Environment Agency and the Department for Environment, Food and Rural Affairs have tightened enforcement, citing the need for sustained improvements and.Stockholm, the industry body, stresses that no spill is acceptable, committing £24bn to environmental upgrades by 2030.
