Ofcom chair Sir Ian Cheshire has launched a wide-ranging review to refit the regulator for its expanded role as Britain's internet watchdog. Since taking on enforcement of the Online Safety Act in 2023, Ofcom's workload has nearly doubled. Cheshire said the regulator would need more resources but not "ludicrous numbers" to tackle illegal content, protect children, and keep pace with rapid tech innovation.

The review, due in early autumn, will examine Ofcom's structure and operating model, and whether they suit the next phase of online safety regulation. Cheshire noted the Communications Act 2003 no longer reflects the current landscape, with AI chatbots and other emerging technologies demanding new tools. He acknowledged US government and tech industry criticism over free speech concerns but stressed Ofcom's aim is to protect citizens.

Cheshire also flagged the need for digital sovereignty and quality of broadband service, while supporting a planned ban on social media for children under 16.
