Apple's Irish Subsidiary Faces UK Fine for Sanctions Breach

Apple Distribution International (ADI), the Republic of Ireland-based subsidiary handling App Store developer payments, has been fined £390,000 ($516,110) by the UK's Office of Financial Sanctions Implementation (OFSI) for payments to a sanctioned Russian streaming platform in 2022. The OFSI confirmed ADI made two payments totaling £635,618 to Okko LLC during June and July 2022, when Okko was under UK sanctions due to Russia's invasion of Ukraine. The payments were routed through UK banks.

ADI voluntarily disclosed the payments to OFSI, and the agency stated no breach was attributed to Apple Inc. itself, only the subsidiary. Apple stated it follows all operating laws and takes sanctions compliance seriously, noting it proactively reported the payments after identifying a developer's affiliation with a sanctioned entity days prior. The OFSI emphasized that while Apple relied on affiliates for processing and screening, companies bear ultimate responsibility for compliance with financial sanctions rules.
