SC, Hong Kong SFC Sign MoU for Dual IPO Listings

The Securities Commission Malaysia (SC) and the Securities and Futures Commission of Hong Kong (SFC) executed a memorandum of understanding (MoU) to create a practical framework that will ease dual initial public offering (IPO) listings, including primary and secondary listings, mutual recognition of investment funds, and broadened cross‑border investment opportunities.

SC executive chairman Datuk Mohammad Faiz Azmi said the MoU will give investors in both jurisdictions a wider array of investment choices, while also boosting foreign portfolio flows between the two capital markets. The agreement also covers mutual recognition of investment funds, allowing funds listed in one market to be listed in the other.

The Hong Kong Stock Exchange currently lists over 2,900 companies, ETFs and REITs, whereas Bursa Malaysia lists more than 1,300. By linking the two exchanges, the MoU aims to deepen cross‑border participation and attract greater international investment. This collaboration is expected to enhance market depth and liquidity, drawing more foreign investors to both exchanges.

The MoU was signed by Datuk Mohammad Faiz Azmi and SFC chief executive officer Julia Leung, with Finance Ministry Secretary‑General Tan Sri Johan Mahmood Merican as witness, marking a significant step toward greater integration of Asian markets.
