Kazakhstan Returns to Yuan Debt Market with $500M Panda Bond

Kazakhstan plans a $500M return to the yuan debt market via its first sovereign panda bond issuance, raising 3.4 billion yuan ($500M) through three-year bonds priced at a 1.9% yield. The bonds, listed on the Beijing Financial Assets Exchange and Astana International Exchange, saw demand double supply. The country’s total external debt to Chinese creditors has surged to $12.87 billion as of 2026, up from $9.29 billion in 2024, driven by $3.5 billion in new credit.

Earlier in 2025, Kaz Munay Gas issued 1.25 billion yuan, followed by Samruk-Kazyna’s 3 billion yuan in April 2026. Despite aggressive borrowing, state debt remains 20% of GDP, below the 32% legal ceiling. Beyond finance, Kazakhstan’s crypto mining sector, once a major Bitcoin hash rate contributor, faces potential regulatory shifts amid closer ties to China.

The oversubscribed bonds signal strong appetite for yuan-denominated sovereign debt, potentially expanding the yuan’s global role as more Belt and Road Initiative nations follow suit.
