Hawaii Taps Muni Market to Finish First US Driverless Rail Line

Honolulu is turning to the municipal bond market to secure funding for the completion of the first fully driverless rail line in the United States. The project, known as the Skyline, has faced years of delays and cost overruns, but city officials say the new financing will push it across the finish line. The Honolulu Authority for Rapid Transportation (HART) plans to issue $1.5 billion in bonds to cover remaining construction costs.\n\nThe driverless system will connect the city’s western suburbs to downtown, covering 32 stations over 20 miles.

Once operational, it is expected to reduce traffic congestion and cut commute times by up to an hour. The project is a key part of the city’s effort to shift from car dependency to mass transit.\n\nThe bond sale comes at a time when muni markets are relatively stable, and HART is aiming for an A- rating. The Federal Transit Administration (FTA) has already contributed over $1.8 billion in grants to the line.

Supporters say the rail is critical for Honolulu’s future, though critics worry about costs.\n\nHawaii Governor Josh Green has backed the project, calling it a transformative investment for the state. The first phase is set to open in late 2025, with full completion expected by 2027.
