CFTC Head: Crypto Rules Coming Regardless of Congress

The crypto industry will get market structure rules even if Congress fails to pass landmark legislation, the head of the Commodity Futures Trading Commission said Thursday.

Speaking at a Bloomberg Markets event, Rostin Behnam emphasized that regulatory clarity is inevitable for digital assets. He noted that the CFTC has been advocating for comprehensive oversight and will continue pushing for clear guidelines.

Behnam pointed to recent market volatility and investor protection concerns as key drivers for immediate action. He stated that the agency is prepared to work with Congress but will use existing authorities if legislative progress stalls.

The commissioner highlighted that 30+ crypto firms have already registered with the CFTC, demonstrating industry readiness for regulation. He expects formal rulemaking to begin within months, regardless of broader legislative outcomes.
