Andy Burnham's social care plan will still leave elderly people in England having to sell their homes to pay for care unless he embraces a far more expensive model that is likely to require tax rises, experts have said.

The prime minister promised "a high-quality national care service to give peace of mind in later life" at the Labour Party conference in Liverpool, funded by scrapping the existing triple lock on state pensions. Full details will be set out when a commission led by Baroness Louise Casey reports next year.

Officials suggested the model would resemble Scotland's free personal care system, under which accommodation costs are not covered. Sir Andrew Dilnot warned that "the Scottish system does not protect homes and savings" because residents still pay tens of thousands annually. The state contributes £260 weekly against standard residential care costs of £930.

Hugh Alderwick of the Health Foundation estimated a Scottish-style system would cost £7.5bn annually by the mid-2030s, while a comprehensive model covering all costs would reach £18.7bn. Ministers project savings from pension reforms at £15bn by 2040.
