The Romanian Football Federation (FRF) has introduced a black card to combat abusive behavior from parents at youth matches. Referees can use the card to permanently cancel a game if they observe inappropriate conduct from spectators. This measure targets bullying and pressure exerted by parents and spectators, making the FRF the first federation to implement such a rule.

The black card is the final step in a three-step process. First, the referee temporarily suspends the match and asks coaches to address their team's supporters, with an announcement made if a public address system exists. If behavior continues, the referee suspends play for 10 minutes, sending teams to dressing rooms while coaches attempt de-escalation. Should abuse persist after play resumes, the referee blows the final whistle and the match is permanently abandoned.

The procedure aims to protect young footballers, coaching staff, referees, officials, and other spectators from verbal abuse or physical assault. The FRF has distributed kits containing banners, posters with conduct rules, and flyers explaining the process to all 130 Romanian academies under its remit.
