OpenAI is developing Project Camellia, a long-term data center in Effingham County, Georgia. The project involves contracting with Georgia Power for 3.2 gigawatts of power, delivered in phases between 2028 and 2032. OpenAI has outlined initial commitments to ensure community benefit and responsible operation.

Electricity rates for residents will not increase; OpenAI will cover all associated infrastructure and service costs. The data center will feature a closed-loop water system, minimizing water usage and avoiding diversion from local communities. Water needs will be comparable to an office building of similar employee size.

OpenAI commits to $80 million in community benefits over the project's life, targeting local priorities like education, public safety, and workforce training. This is separate from projected tax revenue and up to $71 million in Codex credits for eligible Georgia students. The project anticipates creating thousands of jobs and will be the largest taxpayer in the county. An annual independent audit will ensure accountability, with a public open house scheduled for July 23rd to gather community feedback and shape a Georgia Community Compact.
