OpenAI Japan launches teen AI safety framework

OpenAI Japan announced the Japan Teen Safety Blueprint, a new framework designed to help teens use generative AI safely and with confidence. The initiative comes as more Japanese teens already use AI for learning, creativity, and everyday tasks, making safety protections critical for this first generation growing up alongside AI.

OpenAI will implement privacy-conscious age estimation to better distinguish teens from adults and provide appropriate protections. The company is strengthening policies for users under 18, including safeguards against harmful content, self-harm depictions, and inappropriate material. Appeals processes will be available when users believe age determinations are incorrect.

Parental controls will expand with account linking, privacy settings, and usage-time management tools. OpenAI is also collaborating with clinicians, researchers, and child safety experts to improve well-being-centered features like break reminders and pathways to real-world support. These efforts build on existing ChatGPT protections including in-product break reminders, self-harm detection, and industry-leading prevention of AI-generated child sexual exploitation material.
