Imagine a healthcare system of multiple AI agents—symptom assessment, scheduling, insurance, pharmacy—each expert in its domain yet unable to coordinate care without human decisions. Vijoy Pandey, senior vice president of Outshift by Cisco, argues the missing "connective tissue" is a semantic layer, the "Internet of Cognition," built atop a connectivity layer called the "Internet of Agents." This enables agents to share intent, context, and reasoning.

Vertical scaling has produced capable solo agents, but horizontal scaling across systems is needed. Multi-agent systems show failure rates of 41% and around 87%. Pandey calls the gap architectural. Outshift's open-source AGNTCY project, now under the Linux Foundation, provides standardized protocols for agent discovery, identity, and messaging.

Three pillars enable collective intelligence: shared intent via cognition state protocols (Mycelium raised decision success from 33% to 93%), shared context via a cognition fabric for cumulative memory, and shared reasoning via cognitive amplifiers and guardrail technologies like Continuous Agent Semantic Authorization (CASA), which ensures actions stay aligned with authorized tasks.

Pandey advises enterprises to experiment with one cross-functional workflow on open infrastructure, measuring when one agent's insight improves another. "The problems are open, and the infrastructure is still being written. This is the moment to build it."
