New York bill clears path for balcony solar panels

Lauren Phillips of the Bronx installed a lightweight balcony solar panel in January, slashing her monthly electric bill by about $30. The 3.5‑foot, 25‑pound unit plugs directly into a standard outlet and produces roughly 220 watts per day. Her DIY setup skirts New York’s current code, which only permits professionally‑installed rooftop systems. Berlin has adopted comparable balcony kits, proving the concept works in tight cities.

The Sunny Act, pending Senate vote this spring, would legalize plug‑in panels for renters and owners alike. Advocacy group Bright Saver says such devices can offset 10‑25% of household consumption, with an 800‑watt system saving roughly $279 annually, a significant amount. Con Edison has already voiced support, and similar bills have cleared in more than 30 states.

Cost ranges from $300 for a modest 220‑watt unit up to several thousand dollars for higher‑capacity models with battery backup. Phillips, participating in Bright Saver’s pilot, plans to add three or four panels, aiming to cut both bills and carbon emissions. If enacted, the law would give millions of New Yorkers a practical path to on‑site solar without roof renovations.
