ICE Hands Bi2 $25M No-Bid Iris Scanning Deal

ICE finalized a no-bid iris-scanning contract with Bi2 Technologies on May 22, paying $25.1 million for iris biometric recognition tech and database access. The deal covers more than 1,570 devices — nearly eight times the 200 units ICE bought in September 2025. The contract went through without competitive bidding.

The procurement gives ICE's Enforcement and Removal Operations division continuous access to Bi2's database of more than five million booking records. Devices are due at ICE locations by late June. Notably, the system did not need FedRAMP clearance before deployment.

There was no independent audit, congressional notification, or outside review of how the system would be used. The no-bid process and lack of FedRAMP clearance raise questions about oversight.

ICE is deploying more than 1,500 iris-scanning devices to field agents without requiring FedRAMP clearance or independent review. The scale of the purchase — five times the previous contract — suggests rapid expansion of biometric surveillance tools across enforcement operations.
