Florida Freezes H-1B Hiring for Universities Through 2027

The Florida Board of Governors approved a freeze on hiring new faculty through the federal H-1B program until January 5, 2027, following Governor Ron DeSantis' criticisms of the program. The moratorium affects all 12 public universities in the state, with two board members dissenting from the decision. The freeze does not impact visa renewals for current H-1B holders.

Texas Governor Greg Abbott has implemented a similar pause through May 2027. The H-1B program allows employers to hire foreign professionals with at least a bachelor's degree for positions difficult to fill with U.S.-born workers. Critics argue the program has been abused by IT outsourcing firms hiring middle-skill workers at lower wages. The University of Florida employs the most H-1B visa holders among state institutions, with 253 beneficiaries.

Connor O'Brien from the Institute for Progress warned the freeze could damage Florida's reputation and affect medical institutions like University of Florida Health. Board member Kimberly Dunn expressed concerns about the lasting impact on recruitment. The state will assess the $100,000 fee for new H-1B applicants implemented by the Trump administration. Chancellor Ray Rodriguez said exceptions can be made for critical shortages within 72 hours through emergency regulations.
