A wave of voters toppled three of five Festus City Council members on Tuesday, delivering a landslide to newcomer Rick Belleville, who beat incumbent Jim Tinnin by more than 40 points. The upset followed a surge in turnout fueled by anger over the city’s handling of a proposed 360‑acre data center on its southwest side.
