EU Commission AC Shutdown Sparks Feudalism Complaints Among Staff

The European Commission's Berlaymont headquarters forced air conditioning offline on floors 1 through 7 Friday as temperatures soared across Europe. Around 3,000 employees received urgent texts at midday ordering them to endure the heat without cooling systems for the remainder of the workday. The 13-story building houses Commission President Ursula von der Leyen on the top floor along with most commissioners occupying floors eight and above.

Staff on lower levels lost cooling while upper-floor officials retained theirs, prompting complaints of "feudalism" within the institution. One employee described the situation as a "disgrace," highlighting the disparity between rank and comfort. Even workers on the 8th floor reported indoor temperatures reaching 25.7 degrees Celsius despite functional AC systems.

The heat wave has exposed Europe's infrastructure vulnerabilities. Only one-fifth of continental households have air conditioning, while Belgium's rail network struggles with similar shortages. Belgian trains lacking cooling have forced peak-hour service cancellations, and the European Parliament experienced blackouts from excessive energy consumption by its own cooling systems.

This incident reveals how climate adaptation lags behind rising temperatures in European public institutions, creating both operational challenges and morale issues among civil servants who lack basic workplace comfort during extreme weather events.
