The debate began in mid-February when Lucas Nussbaum proposed a draft general resolution to clarify the project's stance on AI-assisted contributions. The proposal would have allowed AI-assisted contributions if certain conditions were met, including explicit disclosure when significant portions came from tools without manual modification and labeling such contributions with tags like '[AI-Generated]'. Nussbaum's draft also required contributors to fully understand and be accountable for their submissions, including technical merit and security compliance. The GR would have prohibited using generative AI tools with non-public or sensitive project information.

Beyond terminology, developers raised concerns about the onboarding problem - whether AI agents would replace junior developers without transferring knowledge. Simon Richter argued that accepting AI contributions could harm Debian's ability to onboard new contributors, while Ted Ts'o countered that gatekeeping AI users would be self-defeating. The debate highlighted the tension between leveraging AI tools and maintaining Debian's community-driven development model.
