Florida Attorney General James Uthmeier has filed a motion requesting a state court to prevent OpenAI from training new models without independent oversight and to cut minors off from ChatGPT. The motion comes after his office sued OpenAI in June, following a criminal investigation launched in April in the aftermath of the 2025 mass shooting at Florida State University, where the suspect allegedly used ChatGPT.

"No new model development without independent safety guardrails; no more harvesting children's data; no more calling this product safe, accurate, or reliable; no more pretending it's human; no more tricks designed to keep users talking past the point of danger," Uthmeier said in a video on X. He challenged Sam Altman to join the request, adding, "If he will not, we ask the court to do what OpenAI will not do for itself — protect Florida families."

OpenAI previously responded to the investigation, stating, "Last year's mass shooting at Florida State University was a tragedy, but ChatGPT is not responsible for this terrible crime... We work continuously to strengthen our safeguards." The AG's office cites OpenAI's security disclosures, including after the Hugging Face hack, and Altman's own calls for industry slowdown as justification.

This is not the first time OpenAI has been linked to a mass shooting. In February, Canadian regulators urged changes following a Wall Street Journal report about the alleged Tumbler Ridge shooter Jesse Van Rootselaar, after which OpenAI agreed to new law enforcement policies.
