Missouri Gov. Mike Kehoe signed an executive order establishing safeguards for automated license plate readers, including Flock cameras. Kehoe stated the order protects residents' constitutional rights and prevents misuse of data collected by Flock Safety.

The order requires most license plate and vehicle data to be permanently deleted within 30 days, prohibits vendors from selling or sharing Missouri-generated data, restricts ALPR technology to legitimate criminal justice and lifesaving purposes, and prohibits combining AI facial recognition with ALPRs. Misuse will trigger criminal referral, disciplinary proceedings, and potential officer license revocation.

Public Safety Director Mark James said the cameras have been helpful but need guardrails. Flock Safety has over 120,000 cameras nationwide. Privacy advocates and immigration rights groups have criticized the cameras. St. Charles County Police banned Flock cameras last month after a former civilian employee abused system data. A Brentwood police officer was accused of stalking his ex-wife; St. Louis County police determined he violated policy but didn't break laws. The Pulaski County Sheriff's Department announced it will stop using Flock cameras.
