### UK MPs Urge Blocking Thames Water Creditors' Control

British lawmakers on the Environment, Food and Rural Affairs Committee (EFRA) have urged the government and regulator Ofwat to block senior creditors from taking full control of Thames Water. Committee chair **Alistair Carmichael** accused creditors of "joyriding in the family car," arguing they fall through regulatory cracks as "economic owners" without shareholder-level due diligence. The committee recommends withdrawing from negotiations with creditor group **London & Valley Water (LV&W)**, which would likely trigger **Special Administration** — a form of temporary nationalization — putting the utility on sustainable footing at no cost to taxpayers.

Thames Water, serving **16 million** people around London, carries over **£18 billion ($24.1 billion)** in debt after shareholders exited in 2024. Previous rescue talks with **KKR & Co.** collapsed. LV&W, preparing a revised proposal with larger debt losses and increased equity beyond the prior **£3.35 billion** pledge, insists its plan is the fastest fix. The committee wants tighter Special Administration rules to avoid legal battles but stops short of permanent nationalization. **Prime Minister Andy Burnham**'s government is still assessing whether Thames meets the legal threshold for performance-based Special Administration.
