Funding gaps mean many programs fade when budgets run low, turning surveillance from a preventive tool into a reactive response that often arrives only after an outbreak has begun.

A bill introduced in the New York State Legislature this session aims to establish a comprehensive mosquito surveillance program, replacing the current sparse and disintegrated framework. Centralized data would allow public health officials to act before an outbreak—removing standing water, applying targeted larvicides, issuing repellent warnings, or, if necessary, conducting widespread pesticide spraying.

While Leydet acknowledges that large‑state coordination is expensive and interest can wane when costs surface, he insists that ‘any help is better than nothing.’ Unified monitoring, he argues, is essential to staying ahead of disease‑carrying mosquitoes and protecting communities.
