FIFA insists "nobody is selling football" amid criticism of its plan to launch consultation on selling stakes in FIFA Forward Enterprise (FFE) to private investors. The global governing body stopped short of withdrawing the plan and will press ahead with consultation.

UEFA reacted furiously, with its 55 member associations insisting they would not participate in any FIFA tournament until the plan is withdrawn. CONCACAF, representing 41 nations, also rejected the proposal. European and world leagues oppose the plans, fearing commercial imperatives will drive more frequent tournaments.

FIFA president Gianni Infantino backs the plan, with investor group Thrive Eternal, founded by Joshua Kushner (brother of Jared Kushner), waiting to secure a minority stake. However, promises of huge returns to national associations could not be honoured if World Cups proceed without European involvement.

UEFA states opposition is "unanimous and unequivocal" — no UEFA national teams will participate in FIFA competitions while proposals remain alive. FIFA maintains each member association should review the proposal and shape their own future.
