Gianni Infantino has given football associations until September 19 to back his plan to sell part of FIFA to private investors, with a $30m (£30.1m) incentive for those who agree, a leaked letter reveals. The proposal would launch FIFA Forward Enterprise (FFE), which would bundle FIFA's commercial rights – broadcasting, sponsorship, ticketing and licensing – with tournament operations.

Under the plan, FIFA aims to raise up to $4.2bn from external investors by selling minority, non‑controlling stakes in FFE, which it says would be valued at around $20bn. The governing body claims the venture could generate more than $10bn for football development over the next four years.

Infantino said FFE needs support from more than 50% of member associations and his ruling council; if the threshold is not met, each association would receive only about $10m via the existing Forward Programme 4.0. He warned that nations refusing to back the deal risk missing out on the larger funding pool.

UEFA has denounced the proposal as crossing a line, threatening a boycott, while the FA and FAW say they lack details and are concerned about the process. Infantino insists FFE will generate value for members, with JP Morgan advising and Thrive Capital expected to lead the investor group.
