Handcuffs in Schools

New York Times Top Stories ·

🇬🇧 English

In the four years since the Uvalde school shooting, Texas public schools have significantly increased police presence on campuses, spending billions to place officers in every district. While intended to enhance safety and curb post-pandemic behavioral issues, this crackdown has led to tens of thousands of elementary and middle school students being referred to the justice system for minor infractions. In the 2024-25 school year, approximately 4,800 students aged 10 to 13 were referred for prosecution—a one-third increase from a decade earlier.

These referrals often begin with small incidents like playground slaps, vaping in bathrooms, or defiance toward staff, resulting in students being handcuffed by armed officers and entering the criminal justice system. Consequences range from warnings and community service to court supervision or placement in juvenile facilities, with research showing such experiences harm academic performance and increase future law enforcement contact. The school-to-prison pipeline is illustrated by cases like a 12-year-old girl in Galveston who was handcuffed after refusing to wait in the lobby for her mother, later charged with trespassing and placed on probation.

Her mother said her daughter “just gave up,” struggling more in school afterward. Reporters involved in the investigation, including Kristian Hernández, note that while fears of school shootings are valid, the long-term impact of hardening schools through punitive measures is being overlooked, particularly as young children face arrest and incarceration for nonviolent behavior.
