Apple CEO Tim Cook met virtually with EU tech chief Henna Virkkunen on Tuesday to discuss launching Siri AI in Europe. Both called the exchange constructive, focusing on compliance with the bloc’s Digital Markets Act. Siri AI will arrive free with iOS 27 and iPadOS 27 in September, but EU rollout stalls until a regulatory path is approved.

The Commission says Apple’s proposal for a Trusted System Agent – software that would let rival assistants tap the same iPhone capabilities as Siri – was a bid for a blanket exemption, not a compliance solution. EU officials rebuffed the claim, insisting the delay rests squarely on Apple and that no detailed technical plan was ever provided.

Consumers flooded Brussels with emails demanding access, accusing regulators of blocking a free feature. Apple has not issued a public comment since the meeting. With iOS 27 imminent, the standoff highlights how the Digital Markets Act forces platform owners to open core functionalities, a pressure point that could reshape AI assistant competition in Europe.

By contrast, the Commission opened a formal consultation with Google after Android changes demonstrated compliance pathways, signaling that a workable solution exists. Apple’s reluctance to detail its Trusted System Agent leaves regulators skeptical, and the next round of talks will determine whether European users finally receive the upgraded Siri experience.
