Treasury Questions Legality of $1M Security Upgrades at Shapiro's Home

Pennsylvania's Treasury Department is questioning whether taxpayer dollars can legally fund over $1 million in security upgrades to Gov. Josh Shapiro's privately owned family home in Montgomery County. Records obtained by Spotlight PA show Treasury officials are demanding a detailed legal justification from the Pennsylvania State Police, which is underwriting the upgrades.

Treasury spokesperson Steve Chizmar declined to elaborate on the agency's concerns, stating only that an audit of the bills is expected to take several weeks. The Treasury Department, headed by Republican Stacy Garrity who is challenging Shapiro for governor, deposits state revenue and pays bills for contracts and workers. The upgrades were recommended after a middle-of-the-night attack last April on the state-owned governor's mansion in Harrisburg.

State Police argue that the expenditures are required to carry out their duties of protecting the governor, including when he resides at his private residence. The agency has already paid two invoices related to the work. However, the security upgrades have attracted attention from legislators, with Republican state Sen. Jarrett Coleman subpoenaing records and questioning whether the state's procurement code extends to work on private property.
