Cook County Treasurer Maria Pappas held stock in Tyler Technologies, the company managing her office's troubled property tax system, for years. Pappas became a vocal critic of Tyler's performance, publicly condemning its delays and cost overruns for over a decade. Despite her criticism, she owned 10 shares purchased in 2020 and four more in 2022, totaling $4,562.

Tyler first secured the county contract in 2015. Pappas claimed unawareness of the investment, made by a former broker, and sold all shares in March 2024 following a Tribune inquiry. She also sold stakes in other county contractors like Microsoft and JP Morgan.

Pappas disclosed these holdings in annual statements but noted they were below the $10,000 threshold. The county's ethics ordinance prohibits officials from influencing decisions where they have an economic interest, a threshold Pappas's holdings only briefly exceeded. Critics argue the ordinance's definitions are confusing, and experts suggest Pappas reasonably should have known her portfolio.

Pappas faces no challengers in her Democratic primary and has considered a mayoral run.
