Top Tier featuring the Genesis Room has been barred from alcohol sales for over a year, amid a dispute with South Carolina’s Department of Revenue. The agency cites unresolved ownership questions and past violations tied to the previous owner, Norman Harvin.

The restaurant, which offers luxury dining, has suffered financially without the ability to serve drinks. Attorney Bakari Sellers claims the business has lost hundreds of thousands of dollars. The state argues that Harvin may still be involved, raising concerns about licensing eligibility.

Ownership shifted to Claudette Outen, who says she paid nothing for the business. The Department of Revenue remains skeptical, questioning her good moral character due to ties to Harvin. A judge will decide if Top Tier can finally obtain its liquor license.

The delay affects not only revenue but long-term viability. Sellers hopes the issue resolves within a year. Meanwhile, the restaurant operates at a disadvantage in Columbia’s competitive dining scene.
