The board reversed an earlier proposal to bar out‑of‑district buses, approving an interlocal bussing agreement that lets four surrounding districts—Goldberg, Montague, Forestburg and Bellevue—collect Bowie‑area students who voluntarily enroll elsewhere. Under the pact, a bus would enter Bowie to pick up each transferred pupil, preserving parental choice while shifting responsibility for those students to the receiving districts.

District officials acknowledge the complaints and say improving the in‑school experience remains a priority, but they stress fiduciary duty lies with children who stay in Bowie schools. By allowing transfers, the district may see enrollment dip, potentially reducing state funding tied to student counts. Nonetheless, the agreement formalizes a mechanism for families seeking alternatives without forcing a sudden policy reversal.

The decision underscores how localized safety concerns can drive district policy, and it may prompt other Texas districts to reconsider transfer arrangements as parents increasingly leverage interdistrict mobility to escape perceived shortcomings.
