Mark Walter Lieutenant Key to Dodgers Owner Lending Probe

Rich Moore, a longtime lieutenant of billionaire Mark Walter, played a central role in structuring complex financial transactions within Walter's TWG Global conglomerate that are now under federal investigation, according to people familiar with the matter. Federal prosecutors and the Securities and Exchange Commission are examining loans made by Walter-controlled insurers Delaware Life and Clear Spring Life & Annuity that ultimately funded other Walter entities, probing whether connections were properly disclosed. Moore, who has worked across three Walter businesses over 18 years, served as a key conduit between four intermediary firms — ABS Capital, Amistad Financial, Bradford Allen, and Hudson Trading — and the insurance and borrowing sides of the deals.

Internal reviews found approximately $20 billion in private-credit deals were not properly disclosed as affiliated loans. TWG Global has stated it acted in good faith and is now racing to reduce affiliated loan exposure, recently announcing a $6.5 billion swap of unaffiliated assets. The fallout has impacted related entities including Guggenheim Partners, Sammons, and Carvana.

Walter is also divesting sports assets, including his Los Angeles Lakers stake and potential sale of Chelsea Football Club. Moore did not respond to requests for comment.
