With only 380 remaining whales, NOAA considers even one human-caused death annually unacceptable. The boating industry supports replacing speed limits, citing technological advances and economic concerns.

While promising, the technologies face significant limitations. Acoustic monitoring misses quiet mother-calf pairs, thermal imaging works best on larger vessels, and comprehensive implementation would require enormous resources. The administration's plan to reduce regulatory burdens remains challenging given the technological constraints.
