T.S.A. began sharing passenger information with Immigration and Customs Enforcement a year ago, flagging travelers on deportation lists. The program had operated largely unnoticed until the San Francisco incident, where agents detained Angelina Lopez-Jimenez and her 9-year-old daughter before their flight to Miami. Senators sent detailed questions to T.S.A., ICE, and Homeland Security officials about how many people have been detained and which airports are involved.

The New York Times first reported on the program in December, describing it as part of broader Trump administration efforts to locate and deport undocumented immigrants. Unlike high-profile street enforcement, this cooperation between T.S.A. and ICE had proceeded quietly until last week's public detention raised alarms among lawmakers and immigration advocates.
