The Philippines Senate descended into chaos Wednesday when gunshots rang out inside the chamber during a live broadcast. Sen. Ronald "Bato" dela Rosa, a top ally of former President Rodrigo Duterte, was facing imminent arrest as police moved to take him into custody. Interior Secretary Jonvic Remulla confirmed no one was injured in the incident, which occurred around 7:30 p.m. while the Senate was in session in Manila.

Dela Rosa served as the chief enforcer of Duterte's years-long violent crackdown on drug dealers and users. He and Duterte are co-defendants in a case brought by the International Criminal Court in The Hague for crimes against humanity. The ICC has accused dela Rosa of direct responsibility for multiple killings during his tenure as Davao City police director and later chief of the Philippine National Police. Rights groups estimate thousands were killed during the crackdown.

Dela Rosa had been in hiding for months before emerging at the Senate on Monday, when he outran agents attempting to arrest him on the ICC warrant—dashcam footage showed him sprinting through stairwells and doors until he reached the safety of the chamber, where arresting officers had no authority. His lawyers are now petitioning the Supreme Court to invalidate the warrant.
