New York Targets Super-Speeders With Mandatory Limiters

Gov. Kathy Hochul backs forcing 14,600 vehicles whose owners collect 16-plus annual speeding tickets to install Intelligent Speed Assistance boxes that cap speeds above posted limits. A persistent fraction of New York City drivers has racked up hundreds of violations while largely avoiding suspension, prompting officials to pivot from fines to mechanical restraint as crashes near schools prove especially lethal.

The ten most prolific offenders averaged 179 camera tickets apiece last year, with one driver exceeding 1,000 violations since 2023, yet automated penalties carry no license points and minimal deterrence. Drivers labeled super-speeders must absorb roughly $150 installation plus subscription fees, costs meant to internalize harm rather than merely punish, while pilot data from municipal fleets show sharp speed reductions after adoption.

Virginia, Maryland and Washington have already enacted similar mandates, and European fleets rely on the technology to blunt collision severity. A struck pedestrian faces twice the fatality risk at 30 versus 25 miles per hour, and officials argue that limiting repeat offenders mechanically offers more protection than fines alone.
